'touch points' vs. speaking directly to the people in the know (or in charge...) is mostly wishful thinking, particularly when BIG money and/ or clarifications, or timing, is involved.

I have actually been using facebook ads to bring seller and buyer leads and it has honestly been alot more effective than using any other software such as CL scrapper or cold calling/emailing because you do not have to touch the ads at all, and all the leads that come in that do not initially convert, they go to a 14 touch point follow up sequence and I am able to also re-target them directly on facebook.

However, I would imagine that it is very similar, just with a few additional touch points (with the housing authority) and pieces of paperwork... however, I would defer to someone who has been hands on in the process.Based on those numbers and assuming you considered the things that @Kelly Page mentioned, it seems like the right move.

As I’ve shifted to Mobile Home Parks for my new purchases we try and do the same thing, cut down on un-needed touch points with the residents, to increase efficiency through technology.
