What I use my phone for when driving is to check the county recorder and assessment web pages to find tax info and absentee owners.  

You can create an LLC in Wyoming for $100 filing fee and 20 minutes on your computer on the secretary of state's web site. 

We will meet once a month locally and/or via web conference (60 min) and you have to attend at lease one meeting in person a quarter.

and I dont have a day job, but ever since I hired a property manager to devote my time to this, I have too much time , so I actually have been applying for jobs, but theres a reason I dont have a day job, I am a felon, just about makes my degree useless :/ but I am humble, I might not be able to get the 60-80k salary job and might have to take a lower level job, Ive never had a job job like that, so I think it will be a fun experience, have co workers, work friends, maybe find a good woman.

My 2 pennies:(1) I would suggest joining brew city group on facebook along with some other RE groups targeting mke area. (2) connect with other out of state investors in mke area and see what their challenges have been. (3) Linking with the right Realtor &/OR Management company is the key & they can pinpoint "lucrative" area based on your investment expectations & tolerance for risk. (4) Visit Milwaukee & Drive the neighborhoods you are considering so you can be more devoted to your investment (stay away from tough areas unless you are a seasoned investor). 

Go to property appraisers web sites and bring up aerials of areas of town with properties built in the 30-60's and you will find them.
