How to get property owners contact information

I am having a really hard time getting in touch with property owners. How is it that I can obtain a person phone number to reach out to them regarding their home?

I search the property on the county website, I look up the information on a tax website, I search their names via google, IG, or FB. How is it I can hear all these people talk about "COLD CALLING" yet I spend hours searching for something that seems impossible to find?! 

Does getting a subscription to "white pages" provide accurate information of peoples numbers? I am willing to pay money as long as I can ask people about their homes. 

I REALLY HOPE SOMEONE CAN GIVE ME A GOOD STEP BY STEP WAY TO DO THIS! I feel like I am getting nowhere in my real estate career without it.

Hey Grayson, I have friends who use PropStream. It is not cheap, but it gets the job done. And depending on your planned use of the info, the investment may very well be worth it.

Find one that can be custom to your needs, has flexible pricing, no long-term, high-cost memberships and excellent customer services to determine how to best market to your leads.     @Grayson Grzybowski if you're out knocking and can't get the owner, you might as well knock on the next door neighbors door and ask if they have the home owner's phone number.
