FHA partnering on 2 flat

If I were to partner with someone on a two flat, We both want to live in a unit, renovate the basement to rent it out; it also comes with a lot next door that we want to make to another 2 flat on. Could one of us get fha and go 50/50 on everything? Or whats the best way to handle the situation?
