IRS Code 10 Rejection = No loan???

I am applying for a loan and my lender asked the IRS for my transcript. I believe they used the form 4506T. However, the IRS replied to them that they cannot provide the transfer due to a "code 10 rejection". I googled it and it appears I may have had issues with identity theft. Apparently I need to call the IRS, but no one replied me after 2 hours on the phone.

- Will I be able to get a loan even though this is NOT resolved with the IRS?

- When the IRS picks up the phone, will this be resolved on the spot?

- Any suggestion on how to proceed?
