Fargo ND, seriously?

Although my primary market is NY and FL, I recently had a conversation with one of my investors. He is an oil industry engineer and often in ND on business. He sees what he thinks good deal in Fargo and considers acquiring a 4 plex for long-term rental cash flow.

My primary question to those familiar with the area - is Fargo into oil only? What would happen if the business busts? Is there a stable demand for rentals in the city? How about HUD voucher/ Section 8 market? Any other insights will be appreciated - and sorry for my ignorance, certainly don't want to offend anybody. Zipcode in focus : 58102-3125
