Bridge or Refi on a small commercial property question

What are the general terms for a bridge or cash out refi right now?  I've received term sheets from a couple hard money lenders and really looking for something around 250k for another investment and that seems to be too small for most banks and other lenders are only touching residential.  I'm open to other options as well.  I haven't found anyone doing a CELOC which I would be open to as well. 

Have the lending limits tightened an enormous amount?

Can you share more details about your property/term sheets? Have you gotten an appraisal yet? 

Doing a refi on a commercial property is always more difficult than residential. I'm assuming the LTV% is 70% or less, is that correct?
