Loan for multi-property purchase(s)

I am looking for a lender able to do the following: 

• lend in Illinois and Ohio
• do a blanket loan with individual liens on SFRs and MFRs
• lend even if some of the properties are under $60,000 in value
• not charge a ridiculous interest rate
• not charge a ridiculous fee
• able to fund in 30 days or less
• allow 75% LTV

and most, most, most important...lend KNOWING that source of down payment comes from HELOC of a property owned outright.
