Stop Grass Growth

Hi,

I like to stop grass growing at one spot of the front yard of the property to avoid HOA tickets near the tree bottom area. Any way I can stop grass growth by covering it with a special black plastic bag and putting mulch on top of it? Please advise.

Dig up a much as of the grass as you can in the area you don't want it to grow, hit any remaining roots with a 41% glyphosate (roundup) solution, cover the area in about 3-6 inches of mulch, then spot spray any grass that pops up later.
