Tenant placing, screening, background check

How do you guys currently go about placing new tenants when investing out of state without using a property management company? 

I'd like to find a more affordable way to find tenants when turning property over. Currently the cheapest I've found is agents charging 1 month rent. 
Are there methods you've found to get this done without being charged a full month's rent? 
I can't really seem to figure out a process of how to do this safely and efficiently (showings/screenings/background checks) when out of state investing.

Why do you think the law @Janice Carter mentions was enacted?
NOTE: MANY cities are enacting similar laws!

Cities are passing laws like this because of landlords like YOU!!!

You want to be cheap about placing tenants?

That's only the beginning of your path to becoming a slumlord - which cities do NOT want.

STOP being cheap and do things the right way...or sell your rental.
