Bankruptacy Bad No HOA question

Hi,

As I was looking to buy new property I saw one townhome recently.

Roofs of most of townhomes are tarped in worst condition.

Roads inside community big holes works condition.

I spoke to one resident there. He said out of state HOA they are not taking care of anything.

I also heard from one other person there like bankruptacy filed by HOA.

My question is while purchasing townhomes, condos in HOA community how to find if it is in good HOA hands or not?

How to ensure HOA in future when board changes is good?

I saw some townhomes no HOA , no rental restrictions. In this case if roof repair or roof replacement needed how to proceed. I have to talk to neighbours and do my own roof repaoir without damaging their portion of roof which seems very tricky complicated
