Unrelated Tenants Question

Hi All,

Does anyone here have experience with zoning or the city ordinance in Durham governing the maximum number of unrelated tenants in a rental property?   My online research is showing that the maximum should be 3 unrelated tenants.  However, from a practical stand point, I know that some properties, especially student housing around Duke, have more than 3 unrelated tenants.  Are they just ignoring the ordinance?  Or is there a way around it?
