Assessed Value vs. Last Transfer Date

I'm finding some properties on my County Assessor's website that shows the assessed value way below market value (as much as 5-10x below market value), even though the last ownership transfer date way just a couple of years ago.

Is there a reason the assessed value wouldn't be updated after the most recent ownership transfer?
