RUBS (ratio utility billing system)

Curious if anyone is using the Ratio Utility Billing System (RUBS) method for their property in Detroit, MIchigan ?   

I just acquired a duplex and interested if anyone else is doing this ?

@Ryan Clark there's actually a bigger problem than the cost of sub metering - how do you turn off the water if the tenant refuses to pay?

Not an issue in Class A or B markets, but your property is probably Class C or D and those tenants don't care.
