Need someone to maintain three vacant lots

I own three vacant lots in Independence. Two are a quarter of an acre and another is half an acre.  I need to hire a service to maintain them on an ongoing basis. I am talking just of keeping them mowed and looking neat.  The issue is that I am in Philadelphia and I cannot supervise it. When a service says it has done the work and invoices me, I have no way of knowing if they have done it or not, so the integrity of the service is really important.  I have had someone mowing them for the past several weeks, but their prices are way out of line. The point is that the lots should not require special cleanup.
