Barking Dog Advice needed

I have a three family in Providence, Rhode Island my second floor. Tenant has two small dogs that are EPA dogs that continuously bark throughout the day anytime anyone walks up the stairs or the cars park the dogs are barking. I was there last weekend doing work on the house and the dogs barked for hours on end, especially when the tenants were not home and sometimes even when the tenants were home they barked. I have never inquired about how things were going with the other tenants regarding the dog, but this time I casually asked the first and third floor Tenant how things were going in the house and even asked about the dog specifically I didn’t wanna make a big deal because I wanted them to bring it up the first and third floor tenants alluded to the fact that the dogs bark all the time it seemed like they didn’t wanna say anything cause they didn’t wanna start any trouble. How will you go about? Addressing this? I was thinking of mentioning that I was there and noticed that the dogs were barking all day. I just wasn’t sure if I should say anything because I do not have a formal complaints from the third or first floor. Please offer advisor if you think it’s worth bringing up even though I do not have a formal complaint but honestly, the barking is pretty bad thank you so much.

Request for them to try shock collars for the dogs they work when the dog barks if they don’t want to do that you might have to escalate an barking dog is an problem if the area is an nicer area.
