Can the funds from a total loss insurance claim be used for a 1031 exchange? Or are there no capital gains on this type of return?

No capital gains. If it's a complete loss, funds to rebuild is a 1033 exchange where the time frames are more liberal than a 1031. See: 1033

If you don't rebuild, then there's capital gains.
