Profit Requirement

Hi there, 

I am very new to real estate investing and came across a business plan that list an investors profit requirement as a cost when determining maximum purchase price. Can someone explain 1.) how that cost is determined? 2.) why it is subtracted from estimated retail price to get maximum purchase price?
