I am new and looking to get into flipping houses. Investment capital is the big issue for me. What is the best approach to finding a business partner if I don't know anyone with a ton of money to help to financing?

What @Bram Spiero said, but no. especially if your not paying for the contractors, materials, and work to be done. Normally to get a financial partner, you have to offer a Lot, and rightfully so. The one with the gold makes the rules.
