Pooled trust

Anyone know much about pooled trust.
I understand a normal trustee can charge 15 – 20% to manage a normal trust.
Just thinking ahead for assets protect. From things like a nursing home. If one spouse was to get stuck in one I believe the other is only allowed to keep 26K in total assets.
Long-term care insurance is not an option at 3 K a month.
Also in Virginia a family member cannot be a trustee.
