House Plans On File At County?

I have been interested in heavily damaged properties and have been wondering if the plans for the original homes would be on file at the county office, or some similar place?

Some of the homes I have been looking at, appear to have been damaged by tornado or hurricane; there might be pre-existing issues that I am not aware of, I'm sure. Things seem to be leading me in that direction and I have a bit of a knack for dealing with those types of properties.
