basing rent off income

Hey everyone, coming from a small rural town the average income for renters in my area is very low. When purchasing a rental property do any of you base your budget and rent price off of the area's average income or just make a set price? Is there a strategic plan to coming up with a rent price other than rent- payment = profit

I do it off market rent for comparable units.
