ever buy from a wholesaler?

philadelphia based wholesaler is trying to sell me a property he obtained via sheriff sale in philadephia. the property is vacant and pretty much a shell. the numbers work so im a little interested. the wholesaler provided informative info about how he has the option to sell via the agreement used when he purchased the home via sheriff sale??

the owner is still listed on the city department of revenue site and the amount of 7k is listed as the back taxes attached the property. even though the owner is probably out of the picture, the wholesaler maintains that properties purchased via sheriff sale will be transferred with a clean title to the new owner, but it might take some time after the close? is there truth in this? is there any document that i could obtain at the closing table that maintains i wouldnt be liable for any tax issues or back liens attached to the property? who would have the answers??
