Does Dallas County provide the water service to the residents, or are there separate water depts and/or districts? You need to contact whoever actually provides service, not just the County generally. For my house it would be my City water department, in other areas we have 15-20 separate water districts some serve only unincorporated County parcels and others serve both County parcels and some smaller cities in their boundary that they have service agreements with.
