Birt number/ commercial activity license

Hello Family, hope all is well! Have a quick question, I'm switching gears in my investment journey, working on doing my first flip; my question is do you need a birt number and commercial activity license to flip houses in Philly if my LLC is out of state? Any feedback would help thanks!
