Buying Foreclosures in CA

I'm in the Southern CA area; more specifically San Diego County. I'm looking to begin formulating my plan to invest. Originally, I was going to invest OOS but the risks of that concern me. So, I am left wondering how I can break into the CA market without needing loads amount of cash to do so. That leads me to believing that diving into the foreclosure market might be the way to go. Riverside County would be my target market. San Diego County would be second.  

What are your tips and best pieces of advice for monitoring the foreclosure market? How do you make your purchases? Is there a way to do so without using wholesalers or having to use cash-only? What do you say?
