Code Violation Properties

I'm currently looking into a property that I found off market, great neighborhood, but there have been complaints and confirmation of code violations of the tenants that their pipes are busted and no longer working. I has also been noted they do not have the funds to fix it. I'll spare the details but I'm noticing several properties in the area with similar issues. They are older houses and need maintenance to upkeep. My question is this, is a plumbing issue something my seasoned investors would even bother with, or is that too much to put into via repair costs to even look at? Not an experienced plumber over here.  Thanks in advance for any advice.
