Should I be alarmed

10 years ago before I join the Navy there was a nice gated community (Lake Wildwood). I was looking into buying into the area, but I see a lot of houses in that area for sale at almost to good to be true prices (under $58000-$80000).  I know someone who has at least 2 evictions in the last 5 years ( and is a very irresponsible person), which means either the landlord did not tenant screen or the standards for people who rent in the area has lowered.
