Oil Rights

So our family found a pretty good property which in my opinion is at the right price to start out....but I have a couple concerns so I was hoping the group could guide us...

1.  The seller is not willing to turn electric on so we walk the property.  Is this normal?

2.  Seller is not wiling to give up its mineral rights on the property.  Could this cause problems as we flip this property?

Thank you all for your feedback.
