Acceptable Appreciation Assumptions

Hello Everybody! Is it safe to assume price appreciation of 3% (rate of inflation) when analyzing a property. I understand that values can definitely go the other way, but is it safe to assume any amount of appreciation?

Just a young guy trying to learn from the pros on this forum! Thanks.
