Constructor building a house blocking my view

Hello all, 

I have a house which has a view to the water. However... someone bought the lot in front of my house and may block the view. I got  a notice from the city of Seattle and found out about this. What can I do? My home value may go down due to this and plus it may block sunlight coming in. Already the house next my house is blocking the sun. 

Any advice will be helpful.
