Wholesale Advertising in Canada

I am looking to start my advertising campaign in Regina Saskatchewan Canada.  My Question is in Canada we do not have the option of direct mail to absent home owners due to privacy issues, I have used FB before with other endeavors with little return on my investment over a 1year campaign. Is purchasing legal signage worth the cost for someone just starting out or is there a better way to target potential sellers in Canada?
