Need Advise on renting basement for cash flow and unpermitted add

Hi, I am planning to buy a old house (1965) which was recently renovated, rent out the basement and stay in the house for 1 year atleast generate cash flow that covers my mortgage by 50%. I have the opportunity to also build a 2 car detached garage apartment on the lot that will cover my 50% and i will be mortgage free...

The problem that i am facing is  additions and remodeling that were made to the house, the owners didn't run through the permits departments and i am unsure if this will set me back big time if i buy the property. Is there a way to safe guard against this and still get the property
