Experience with VA Loan Refi

I'm currently deployed and talking to a broker is difficult, so my question is, can I refinance a VA loan to rent the property. Buy with 0down, refinance, then rent and buy another MF through another VA loan? Using an IRRRL. I'm having difficulty finding clarification online.
