Philadelphia existing tenants

First time investor. Looking in the North East Philadelphia area for a duplex. Many have already existing tenants.Would like to occupy one unit and rent out the other. If the tenants are on a month to month lease would I still be able to obtain a mortgage while they are currently in the duplex? Would i be able to give them notice to vacate once purchased?

All about what you qualify for globally with the rental income when buying owner occupied and there are some real good opportunities in the NE Philadelphia and or Lower Bucks County PA area.
