Direct mail lowballing

Hi everyone, I have been stuck on Redfin and other apps to find a good deal. But from what I see written by the experts here on the forum only fools try to find deals on those apps. So my question is: If I wanted to stay in my expensive local market where I can't buy houses cash for retail. If I do direct marketing to find a house in my area and let's say I get a motivated seller. And that person lives in an area where homes are 300k would I be able to get the house for less than 100k ? Have you guys done it? If so how? Thank you

In GA, I can do a lot with $100K. That is why I will never live in CA. Plus high taxes, gun regulations, sanctuary cities, emissions tests, insurance costs, gas prices. I could go on. Good luck.
