Flipping permits in Cincinnati

Does the investor need to obtain permits to flip a house or the responsibility of a contractor? This property is located in Cincinnati, OH.

The city will want you to get permits for just about everything unless it's just cosmetics like paint and carpet.  Whether you do or not is up to you though.  If the city catches you without a permit they will put a stop work order in the property and force you to get permits.  Some people get them, others roll the dice.
