Ideas how to make this work

Hi!  I am looking at a property in New York, the price is 1.1 million. It is a 20 x 100 lot. You can build  4 RESIDENTIAL Units.  I would like to live in one of the units. At the moment, I do not have enough money for a down payment. How can I make it work that I should be able to live in one of the units for low or zero cost. Any IDEAS??
