Is property expenses the investor have before you have any tenants? What do people mean when they say laundry expense for a property expense?

Thank you for explaining that more in detail Stephen. I understand where that expense comes from now. What is the basic amount or fair amount a landlord would charge for washer/dryer unit to Tenant?
