Estimates for services

Hi everyone, I was wondering how do you estimate the services to calculate a property. Like the first figures you plug in to see if it’s a go or no-go?

We started conversation to make an offer on a property but when sharing the report with our real estate agent, she said the figures we put in for water/sewage and garbage were off (like way off) which of course change the cash flow on the property... just wondering what everyone else does ☺️
