Question

I would like to make an offer on a property. 
I have the address and the listing co and their phone number. I can't find it listed on mls or a co site though 2 nearby ones  for sale are listed on the co site. (I drove past a bit ago to be sure it was still listed.)

I have only an idea of the list price, guessing 180 and up. Zestimate is about 165, I'd be offering less.

What steps do I take? Should I get a buyers agent or work with the listing agent/office? No agent is named, just a phone number.
edited to add, its had the co sign on it for over a month.

The house was put under contract several days before I knew about it, at a reasonable price. It's supposed to close next week.  It has one back up offer and they have my name. 
so...

You're right, of course, it could be under contract. I hadn't thought of that. I was told of it when the signs first went up, sometime before Thanksgiving and nothing seems to have changed. It has been empty since at least then.  I've checked both the co site and the MLS several times.

I've also seen listings that are not posted on the MLS.  It's rare, but sometimes sellers don't want it on the MLS.  They might not want to pay a buyer's agent commission, so the listing company is only adverising it in-house and with the sign.

It's possible it's under contract and that's why you can't find it listed anywhere.  If you know a buyer's agent that you have a rapport with, go through them.  If you don't, you can go through the listing agent and since they would receive both sides of the commission, you should get pretty good treatment.  Just realize the agent works for the seller so you need someone on your side who can help you evaluate the deal.
