Home equity loan for rental property

I have about $26,000 of equity in my current home I’m living in.  Can I take out a home equity loan to purchase my first rental property to use to cover the down payment, closing costs, etc. without having to actually use any of my personal money? What are typical home equity loan interest rates and loan conditions?
