I am currently staying in the barracks on base in the Oklahoma City area, and plan to purchase my first property through a VA loan to get started. Should I purchase while Im staying in the barracks and rent it to a tenant, or wait to house hack it with some roommates when I move out?

I believe the rule is generally you must move into it within 60 days (this gives the buyer a reasonable amount of time to terminate leases, coordinate the move, etc), and then live in it for a year.

The only exception would be a change in employment or other extenuating circumstances such as deployment or transfer.
