Most likely there are “code violations” with associated fines.  The fines add up quickly at over $100/day.  But, only after you buy and cure the violation, you can get the fines reduced to $5k or so, typically.  You need a Thorough title search (including what they call a city lien search, which will find any other “unrecorded liens” such as additional code violations).  Property taxes are a different matter and should be caught up/pro rated at closing.
