Owner of Record; Parcel ID?

Help! :) I am trying to figure out how to find out who the owner of record is for a given property. I found the local county recorder of deeds website. Is this the correct first step? If so, how can I now find the parcel ID number for the property? I saw on some sites that you can get this with the tax number, but I'm not sure if I can find that online or how to find that....
