Is mass texting legal?

Hello,

I have heard lots of investors use texting to find motivated seller. 

I have heard that it is illegal to text someone if they did not consent to receive texts from you.

Is this true?

I would like to start texting. If it is not true is there a website you would recommend that would allow me to text.
