Financing your BRRRR

Hi ALl

I am about to start doing BRRRR but there is a challenge, all lenders that I talked to won't refinance the property (in TEXAS) sooner than 12 month after purchase date. how you guys go around this issue? base on what they said its s state law? is that true?
