TSAHC down payment assistance programs

Can someone please explain the pros and cons of getting a first time home using the TSAHC down payment assistance program in Texas? I almost feel like it is too good to be true, there has to be something to it? Will it have any impact or create difficulties when converting the property to a rental down the road ?
