Parents home options

Quick summary: My mom's mortgage keeps going up because of taxes and shes struggling to make payments. She has two tenants but is still struggling. The house for sure needs work but is in a great neighborhood with appreciation. We are on Long Island, NY and prices are pretty high but I'm wondering if there are any options for me to make this into a positive as my first rental property or if this would be a big mistake.

Anyone willing to chat, go over numbers and specifics?
