Rolling over money to fund REI account

I am working on getting my first rental property within the next year and starting out by cleaning up my finances (paying off credit card debt). I am currently self-employed and have an existing retirement account with my previous employer that I want to rollover to something else to help start my REI fund. I do not plan on touching the REI money until I am ready to get my the rental. Any recommendations, insights or thoughts on where to rollover the money? Or just pull it with penalty? (I am 33).
